New faults and syntax (#2034)
- Remove `[?]` syntax.
- Change `int!` to `int?` syntax.
- New `fault` declarations.
- Enum associated values can reference the calling enum.

Change anyerror { i64, i64 } -> i64. Cleaned up platform data and max tls / vector align. Initial work on bitstruct (just parsing). Updated try / catch semantics.
